Rules & Regulations for 2013- 2014

This Tournament shall be known as SIFF-WESTERN UNION SOCCER 2013-2014 that will commence from 13-12-2013.

All the matches will be played at the Ministry of Education Stadium (Madeena Road, Near HBridge, Kubri Murabba)subject to favorable conditions. This Tournament will be supervised by the Ministry of Youth Welfare Affairs.

Success of the event depends upon the discipline, punctuality, sportsman spirit,love and respect for our nation as well as for the home nation which is football friendly. Make as much sacrifice as possible rather than making many demands.

In all, 26 teams shall take part in the Tournament.

Tournament shall be conducted in Four divisions:
a) First Division with 8 teams
b) Second Division with 8 teams
c) Inter School with 6 teams
d) Under 17 years with 4 teams

All the Four divisions matches shall be conducted on a league-cum-knock-out basis.

The Player(s) who are born after 1st November 1996 are eligible to participate in the Tournament of under 17 years. However, three (3) players who are born after 1st August 1996 (17 years + 3months) can be added with each team. Teams will have to produce the original documents to prove the eligibility (date of birth) to SIFF, if required. Any tampering with the documents of date of birth, if noticed, will lead to suspension/debarring of the whole team.

This Tournament shall be governed by the FIFA & SIFF rules and regulations and well established football conventions.


1. Duration of the Matches:

a) First Division - 35+5+35=75 minutes ( 35 minutes in each half and 5 minutes interval )

b) Second Division - 30+5+30=65 minutes ( 30 minutes in each half and 5 minutes interval )

c) Inter School - 25+5+25=55 minutes ( 25 minutes in each half and 5 minutes interval )

d) Under 17 years - 25+5+25=55 minutes ( 25 minutes in each half and 5 minutes interval )

2. Reporting Time:

The team managers/captain shall ensure fielding of the team on time. No unauthorized person(s) shall be allowed on the field during the match. The Team Manager/Captain should submit the line-up of the team (as per duly filled C-Form) to Mr. Saleem P.R / Musliyarakath Mohamed Ali, thirty (30) minutes before the scheduled kick-off. They should ensure that only players registered with SIFF are fielded.To ensure the correct duration of the matches, teams should report thirty (30) minutes prior to the scheduled kick-off. Remember matches are being scheduled in between Prayer timings, in accordance with rules of Saudi Arabia. Any delay beyond ten (10) minutes will be considered as "no-show"and the match will be awarded to the opposite team (with the score 2-0).

3. Jersey Number:

All the players should adhere to the same jersey number through-out the tournament.

4.Substitution:

A total of four (4) substitutions (including Goal Keeper) are allowed during the course of a match. A Maximum of nine (9) persons (six players, coach, manager and medical attendant) will only be allowed on the substitution bench.

5. Point system for the league stage of the tournament:

a) Winner - Three (3) points.

b) Draw - Two (2) one point each for both teams.

c) Loser - Zero (0) point.



6.Semi-finals & Finals:

a) First Division : The Winner & Runner-up of each Group will be qualified for the semifinals. The Winner of Group-A will play with the Runner-up of Group-B and the Winner of Group-B will play with the Runner-up of Group-A. An extra time of ten (10) minutes shall be allowed during the knock-out stage of the First Division Championship which will be played in two equal halves (5+5) without any interval. If unable to determine the winner even after the extra time, the result shall be decided by the penalty shootout.

b) Second Division : The Winner & Runner-up of each Group will be qualified for the semifinals. The Winner of Group-A will play with the Runner-up of Group-B and the Winner of Group-B will play with the Runner-up of Group-A. No extra time shall be allowed (in case of a tie) during the Semifinal and Final stage of the 2nd Division Championship. Winner shall be decided by the penalty shootout.

c) Inter School: The Winner & Runner-up of each Group will be qualified for the semifinals. The Winner of Group-A will play with the Runner-up of Group-B and the Winner of Group-B will play with the Runner-up of Group-A. No extra time shall be allowed (in case of a tie) during the Semifinal and Final stage of Inter School Championship. Winner shall be decided by the penalty shootout.

d) Under 17 : No Semifinal matches in this division. The Top Two (2) teams (point wise) will be qualified for the Final Match. No extra time shall be allowed (in case of a tie) during this match.Winner shall be decided by the penalty shoot.



7.Line-up for the Semifinals:

The line-up will be decided by the number of points received. In case of a tie, the following guidelines (in the given order) will be used.

a) The team with a better Goal Difference will be above the order (GD = Goal For minus Goal Against).

b) If still a tie exists, team that has scored more goals will be above the other.

c) Decision by toss shall be resorted to, if there is no difference exists after considering the above points.



8.Punishments:

a) Red Card - Automatic ban for the next one match.

b) Two Yellow Cards in a match - Same as a Red Card.

c) Two Yellow Cards during the course of the tournament - Automatic ban from the next one match.

d) If a match is called off due to disciplinary issues from one team, the match will be awarded to the other team. Score 2-0, or the score at that stage of the match whichever is better for the team.




9.Registration of New Players:

a) Registration of New Players with the hard copy of the documents to be submitted to SIFF, 144 hours before the scheduled kick-off time of the particular match (i.e. on or before 9.30 p.m. of every Sundays)in which the concerned player/players will be participating. After the verification, complaints if any,regarding the newly submitted document will be intimated to the concerned Clubs within 48 hours.

b) Registration of eligible player(s), if any, up to the semifinal level should be completed (thru on- line)144 hours before the scheduled kick-off of the first semifinal match and the original (hard copy)of documents of the registration to be submitted to SIFF one hour before the scheduled kick-off.

c) Registration of the eligible last player/players (new arrivals to the Kingdom) up to the final match of the tournament should be carried out through on-line 144 hours before the scheduled kick-off and the original (hard copy) documents of the registration to be submitted to SIFF before the scheduled kick-off of the FINAL match.




10.Multiple Registrations:

The onus is on the clubs to inform sufficiently in advance about the occurrence of multiple registration of a player/players with more than one team, if it so happens.

PLEASE NOTE: The Content of this communication is to be read along with the decisions taken in the SIFFC.C. Meetings and the SIFF By-law. Keep the line of communication open and the issue(s) that may arise during the course of the tournament, the participating team may forward a complaint to the Disciplinary Committee (and a copy to the SIFF Secretary) with a fee payment of SR.300 (Saudi Riyals Three hundred only) within 48 hours from the completion of the concerned match.
